Congestion waits (berth, traffic, turning, pilot, tug) grow with traffic; environmental waits (tide, weather, daylight) do not.

Sweeps the arrival rate and finds the practical capacity: the highest demand for which the chosen service criterion is still met. The ultimate capacity is the saturation throughput.
